At Northwest Educational Consulting (NEC), we believe strongly in the right every child has to a high quality education. It is our mission to guide families through the IEP/504 process to strive towards the highest quality education for their unique learners. As a parent or guardian, you may find yourself questioning if your child is receiving adequate IEP/504 services. You might wonder if your child is receiving appropriate accommodations, how to advocate for your child to receive paraprofessional support, or how to discuss more inclusion opportunities with your child's school team. At NEC, we are here to educate and empower you through the process of collaborating with your child's school to  ensure that your unique learner is receiving the IEP/504 services that best meet their needs. We consult with families to determine how to best advocate for their child to meet their unique needs within the school setting. 

What we can provide for you:

  • Reading and reviewing IEPs and 504s

  • Walking families through the IEP/504 process and explaining parents' rights

  • Providing feedback and suggestions on all aspects of the IEP/504 

  • Reading and reviewing evaluations 

  • Feedback and guidance on Behavioral Intervention Plans (BIPS) 

  • Reviewing data and progress monitoring collected by the school district 

  • Skilled knowledge in school based interventions and assessments 

  • Experience in delivery of instruction 

  • History of collaboration with all special education team members and school administration 

  • Knowledge of school crisis procedures and behavior policies 

  • Creating sensory and behavioral supports for families to implement at home 

  • Planning for and providing suggestions to include students in the general education setting

Chloe Frank M.Ed.

Samantha Scott

Chloe has ten years of experience as a special education teacher in the Northwest suburbs of Chicago. Chloe has a Bachelors of Education in general and special education and a Masters of Education as a reading specialist. Chloe spent the past decade as a case manager for IEP students with a wide variety of needs specializing in reading interventions, behavioral supports, accommodations and modifications, and the 'inclusion' of a wide range of students within the general education setting. Chloe is passionate about 'inclusion' and the rights students have to a  high quality education alongside their grade level peers. 

Samantha is an Illinois-certified highly qualified teacher in elementary education and special education (K-12).  She holds endorsements as a reading specialist and learning behavior specialist. Samantha has over 10 years experience as a special education teacher, a behavioral coach, and an assistant director of diverse learners. With that experience she has worked in settings spanning from the suburbs to Chicago. These experiences have contributed to her specific knowledge and understanding of diverse learners and their needs in each environment. This led her in developing individualized student focused curriculum, coaching teachers on behavior strategies, and implementing supports within the classrooms.
